VoiceMeeter plugin

With this plugin you can control:

Strips (input)

Should no longer have to worry about application startup order. Midi mixer can start before voicemeeter just fine now
Added bus select support for VoiceMeeter Potato. This uses the assign button of a group and works the same as the SEL button on the voicemeeter potato UI ("gainlayers" is what voicemeeter calls this feature).
- When a bus/output is selected changing the gain of any strips/input only changes the gain for that specific bus. Changing the gain of that strip with no bus selected will override any existing setting for every bus.
